A Hanover County veteran with a home worth $450,000 may be surprised by the answer to “does VA cash-out reach 100%?” Yes. A VA cash-out refinance can go to 100% loan-to-value, meaning the new loan may be as high as the home’s full appraised value, subject to VA rules, credit, income, occupancy, title, and broker underwriting. That is a meaningful difference when you need to consolidate higher-rate debt, fund a major repair, or buy out an ownership interest.

I’m Duane Buziak, NMLS #1110647, an independent mortgage broker serving Ashland, Virginia and Hanover County. The key is not simply whether 100% is permitted. It is whether the new payment, closing costs, and long-term plan make sense for your household.

Does VA cash-out reach 100%? Yes, with real guardrails

Loan-to-value, or LTV, compares the new mortgage balance to the appraised value. On a $450,000 appraisal, 100% LTV means a maximum new VA loan of $450,000. It does not mean every borrower should borrow that amount, nor does it mean every dollar becomes cash in hand.

The new loan first pays off your current mortgage and any eligible liens that must be cleared. Then closing costs, prepaid items, and the VA funding fee, when applicable, affect the proceeds. Veterans with qualifying service-connected disability compensation may be exempt from the funding fee. Your certificate of eligibility, entitlement, occupancy, income, debts, residual income, and credit profile still matter.

VA cash-out is also available to eligible veterans refinancing a non-VA mortgage into a VA loan. That can be useful, but it requires a full review rather than an automatic assumption that VA is the best answer.

The math: a $450,000 Ashland-area appraisal

Assume your home appraises at $450,000 and your present mortgage payoff is $332,000. You choose a new VA cash-out loan at $405,000, or 90% LTV, even though the program can reach 100%. Assume $8,500 in estimated closing costs and prepaid items, rolled into the transaction where permitted.

The preliminary cash calculation is $405,000 minus $332,000 minus $8,500, leaving $64,500 before any applicable funding fee and final settlement adjustments. If $40,000 of that pays off credit cards charging 21%, the interest avoided can be substantial. But replacing revolving debt with mortgage debt only works if the cards stay paid down. Otherwise, the borrower has traded short-term pressure for a larger secured balance and may be right back where they started.

No-out-of-pocket closing options can be available in the right transaction, but they are not the same as costs disappearing. Costs may be financed when allowed, covered through a pricing credit, or reflected in the rate. We should compare each option in dollars, not slogans.

The approval questions behind the headline

The appraisal sets the ceiling, but affordability determines whether the file works. VA underwriting reviews your debt-to-income picture and, importantly, residual income – the money left after major monthly obligations. A lower credit score does not automatically end the conversation. VA loans can be an option for borrowers with scores as low as 500, depending on the complete file and available program guidelines.

A recent late payment, high card utilization, student loan obligation, or variable self-employed income can change the result. For self-employed Hanover County homeowners, bank statement documentation may be worth discussing if a conventional refinance is being considered. For an investment property, VA owner-occupancy rules generally mean DSCR financing, not VA cash-out, may be the relevant path.

Before you authorize a full application, ask for a soft credit pull mortgage review. Mortgage Maestro’s NoTouch Credit Pull can start the conversation without treating curiosity like a commitment. If you are looking for a no hard inquiry mortgage pre approval or a mortgage pre approval without hard pull, clarify what is being reviewed and when a hard inquiry would actually be needed. A soft pull mortgage broker review is designed to give you a practical starting point, and a no credit hit mortgage application conversation can help you understand options before moving forward.

NoTouch Credit Pull is not a substitute for final underwriting, appraisal, or verification. It is simply a cleaner first step when you are weighing a refinance.

VA cash-out compared with common alternatives

OptionMaximum LTVBest fitPrimary trade-off
VA cash-out refinanceUp to 100%Eligible veteran who needs equity access or a full loan resetReplaces the existing first mortgage and requires full qualification
Conventional cash-out refinanceUp to 90%Homeowner with strong conventional pricing and sufficient equityLess available equity than VA cash-out
VA interest rate reduction refinanceNot a cash-out toolExisting VA borrower focused on rate or payment termsCannot provide meaningful cash back
Home equity second mortgageVaries by programOwner who wants to preserve a favorable first-mortgage rateCreates a second monthly payment and separate qualification

The right comparison starts with your existing rate. If you have an unusually low first-mortgage rate, refinancing the entire balance for cash may be expensive even when 100% LTV is available. Conversely, a homeowner carrying high-rate debt and a higher current mortgage rate may see a more compelling result.

For perspective, 2026 conforming loan limits are $806,500 in baseline areas and $1,249,125 in high-cost areas. Those limits matter in conventional planning, while VA eligibility and entitlement have their own framework. Do not assume one program’s headline limit answers another program’s question.

A local decision deserves more than one product shelf

The U.S. Census Bureau counted 109,979 residents in Hanover County in the 2020 Census. That is a local market with military households, commuters, growing families, and homeowners whose financial situations do not fit one neat box.

A retail institution may offer a solid experience, but it works from its own product shelf. That is the practical distinction between broker independence and a single-source model. Valerie Holbrook at C&F Mortgage, Randy Rodgers at First Bank, The Cowart Team at NFM Lending, and Allison Davis at United Bank each represent established retail options. Rocket Mortgage is a national online mortgage company worth including in a rate comparison, while Movement Mortgage is often part of a processing-speed comparison.

My job as a broker is different: compare available wholesale options across a network of 500+ sources and explain the trade-offs plainly. I am a solo producer, so you speak with the person responsible for the strategy. Dare to Compare pricing and a 24-Hr Guarantee are useful only when the proposed loan actually fits your goals. Recognition such as Scotsman Guide Top Originator 2025 (#114/$44.4M) and 2026 ($51.2M) does not replace careful advice, but it reflects the volume of real borrower scenarios reviewed.

VA cash-out FAQs for Ashland and Hanover County

Can an Ashland, VA veteran cash out to 100% of appraised value?

Yes. VA cash-out can reach 100% LTV, provided the borrower, property, appraisal, and transaction meet program requirements.

Does 100% LTV mean I receive 100% of my home’s value in cash?

No. The new loan pays off your existing mortgage, required liens, and transaction costs before remaining proceeds are calculated.

Can I refinance a conventional mortgage into VA cash-out?

Yes, eligible veterans may use VA cash-out to refinance a non-VA first mortgage, subject to qualification and occupancy rules.

Is VA cash-out available for a Hanover County rental property?

Generally, VA financing requires owner occupancy. Rental-property financing may call for a DSCR option instead.

Will asking about VA cash-out hurt my credit score?

A NoTouch Credit Pull conversation can begin with a soft review. A hard inquiry may be required later for a full application and final approval.

Can VA cash-out help with student loans or credit cards?

It can, but only if the new payment and repayment plan improve your overall position. Consolidation is not a cure for ongoing spending gaps.

Are no-out-of-pocket closing options available in Mechanicsville or Doswell?

They may be available based on loan pricing, equity, and program rules. Review the rate and total cost before choosing that structure.

How long does a VA cash-out refinance take in Hanover County?

Timing depends on appraisal availability, title work, documents, and underwriting. A complete file moves more predictably than one with missing information.

A useful next step is to start with the payoff, estimated value, current rate, debts you hope to address, and the payment you can comfortably carry. The strongest refinance is not the one with the biggest cash figure. It is the one that leaves your household in a better position after the closing table is cleared.
